Planning Applications for 277 Houses in the Ballybrack/Drumaweir/Ballymacarthur Area

Planning Applications for 42 houses and 1 Guesthouse/Restaurant in the Chapel Field, Ballybrack

We are writing to inform you of recent planning applications for the construction of forty two houses and a guesthouse/restaurant (including 2 apartments) at Chapel Field, Ballybrack. Having reviewed the plans we feel that this development would have a serious negative impact on the Ballybrack area and community. The nature of the development is completely out of character when compared to the surrounding area, and would result in greatly increased traffic around Chapel Lane, the Upper Road and subsequently onto the main Moville/Greencastle road.

For your information this development is one of six separate applications for a total of 277 houses that have been submitted to Donegal County Council, all on the upper road from Ballybrack to Ballymacarthur.

We have attached a copy of the plans for the Chapel field for you to review. If you also feel that this development is unsuitable for this area we would urge you to join us in officially objecting to this planning application.

What can you do?

1. Send a letter of objection to the DCC Planning Office, Carndonagh Public Services Building, Carndonagh listing your reasons for objecting. State
a. the Planning Reference Number 06/71924 and
b. your name and address.
A fee of €20 must accompany this letter. The objection must be submitted by 8th November 2006. Suggested objection points are attached.

2. Contact the Inishowen Electoral Representatives to express your concern over this development and the overall level of development applied for in the region.

3. Sign the petition. A representative of Ballybrack Residents Group will call to your house in the next few days when you can also ask any further questions you may have.

Points for Objection

1. St. Mary's Church is a Protected Structure with a strong historical background. The development will negatively impact on the church as a visual amenity. In addition a standing stone of archaeological interest lies close to the proposed development.

2. The development and proposed house appearance are not in keeping with the local area. A block of 6 townhouses proposed for the development is particularly out of character for an area that largely consists of bungalow/dormer style housing.

3. Traffic along the upper road will increase with no clear evidence of provision for footpaths. This will be of considerable concern in light of the proposed number of developments along this road.

4. Concern over how many of these homes will become holiday/2nd homes thereby creating a "ghost community" for a large proportion of the year.

5. Concern over how waste water and sewage will be discharged/treated from such a large number of housing units.

6. Concern that the development is premature in an area with low employment and inadequate services and facilities to support the increased population.

7. The importance of preserving the picturesque setting of this site and contributing to the overall attractiveness of the Moville/Greencastle area. Particular reference can be made to the Inishowen 100 Scenic drive as a number of the applications are on this route.

Please note that the Guesthouse/Restaurant is a separate application. Details of this application have just been submitted to DCC (24/10/06) and details of the application are not yet available. We will inform you of the details when they become available.
